| 英文摘要 | Data right is based on open access culture and intellectual property protection. Intellectual property protection is an integral part of innovation development strategy. Open access supports people access knowledge information freely, non- restrict and no discriminated, but its two limitation level, one is the use by reading not equal the reuse by machine-readable technology application such as text and data mining , the other are national security, commercial and privacy, is facing challenge from rights holders. Data rights is a framework that can be to balance rights and interest from each stakeholders, interest groups and public and to forward implementation of national open data policies and the welfare of the people. |
