本区位于东经98～104°，北纬26～34°之间。区内地势高亢，多高山深谷，自然条件复杂多样，气候垂直变化显著，区域差异性大，热水条件虽差，但光能资源十分丰富。
本文主要对光热水气候条件作综合评价，从而提出光热水资源与农林牧业生产的合理布局。

The paer was written on the bases of field investigations in 1979-1983 years, and by the analysises of historical data in meteorology. In this paper, the primary charcteristics of light, thermal and precipitation were briefly disscussed, the comprehensive evaluation of climatic resources of light, thermal and precipipitaion were emphatically maken. At same time, from the objective regularity of vertical distrivutions of light, thermal and precipitation together with their differences in various areas, the reasonable overall arrangements of agriculture, forestry and animal husbandry productions are proposed by the various ares and vertical zones, to reach the purposes of well reasonable developing and utilizing the agricultural climate resoures in the area.
