据世界经济论坛组织测算，到2030年心理疾病负担将超过心血管疾病位居全球非传染性疾病负担之首。为了解主要发达国家已经制定并出台的心理健康促进政策与规划。本文以美国等主要发达国家政府部门、基金会、权威学术组织和智库等发布的心理健康相关政策框架和研究计划为对象进行归纳与整理。发现发达国家心理健康领域政策主要遵循患病个体与社会环境两条主线，一方面重视科学研究，深入发病机理，研发创新诊疗技术，指向早期精准病因学诊断，发展定制化干预举措；另一方面，借助网络通信和人工智能等技术降低就医难度，优化心理健康服务供给体系、易化高质量服务的获取，就业部门及早介入心理健康体系协助个体成功实现向正常社会角色的转换。当前多管齐下促进国民心理健康已经上升至国家发展战略层面。

According to the estimation of World Economic Forum, mental illness will account for the largest share of the economic burden in 2030 , just slightly greater than cardiovascular diseases. To understand series policies formulated by main advanced countries aiming to improving national mental health. This article made a synthesis of related policies and plans published by government departments, foundations, academic organizations and think tanks in main advanced countries. Advanced countries focus on scientific researches, aiming to develop early diagnoses and tailored interventions. Internet and artificial intelligence have shown great potentials in constructing innovative mental health service systems. Mental health service systems have been optimized to facilitate high-quality psychological ther-apies. Employment and health services should intervene earlier in order to help people suffered from mental illness find work and stay in a job. A combination of multi-level measures to advancing national mental health has be upgra-ded to national strategy.
