中文摘要      本文针对人工干扰流域和重度污染河流的特点,结合水质模型和水环境管理在海河流域应用中存在的问题,在水质目标的导向下,建立重度污染河流水质目标管理体系。本文以子牙河流域为研究对象,通过2011年-2013年多次的野外调查和实地水文、水质监测,并收集2009年-2013年的水文、水质、气象等观测数据,应用统计分析、时空差异分析等方法,系统分析了子牙河流域水质时空分布特征及重度污染原因;结合我国实际管理需求、人工对流域产流汇流影响和流域技术经济水平,制定了合理可行的水质目标并完成了污染控制单元的划分;应用非点源污染的改进输出系数计算模型,河段污染物质量平衡模型,QUAL2K模型和多元统计模型等负荷估算方法,实现了资料缺乏且强人工干扰流域的河流水质模拟和负荷核算,并针对中国流域模拟的需要增加了COD模拟模块。通过水环境容量计算和公平高效的分配方法,将所需削减负荷到每一个污染源,将河段的水质目标和污染源管理目标紧密结合,并根据管理目标制定管理方案,有效的保证了管理措施的执行。本文建立了完整平原区重污染河流水质目标管理理论和技术方法体系,并以子牙河流域的目标管理中取得了实际进展。
英文摘要      The heavily polluted river water quality target management system were established under the guidance of the water quality target based on the characteristics of rivers with artificial interference and heavy pollution combined with the water quality model and the water environment management problems existing in the application in Haihe river basin. The water quality temporal and spatial distribution characteristics and the causes of severe pollution were systematically analyzed through investigations and hydrology and water quality monitoring during 2011 to 2013, collecting hydrology, water quality and meteorological observation data of 2009 to 2013, statistical analysis and time difference analysis methods; considering the actual management requirements, artificial influence on river runoff confluence and watershed technology economic level, the feasible water quality goals were set and the division of pollution control unit were completed; the river water quality simulation and load calculation were implemented for the watershed with limited data and strong artificial interference, and the methods applied included the improved export coefficient modeling approach for non-point source pollution, river pollution mass balance model, QUAL2K model and multivariate statistical models. The required cutting load was distributed to each pollution source through water environmental capacity calculation and a fair and efficient allocation method. The river water quality targets were closely combined with and the pollution sources management goal and the management plan were set based on the management goals to effectively ensure the implementation of management measures. The theory and methods of water quality target management for river with heavy pollution were established, and the practical progress has been made through target management for Ziya river basin.
