| 英文摘要 | Richard Florida indicates that the creative class (D will have a great impact on the sustainable development of an area. Some cities will become prosperous by attracting more human capital and the creative class, those who lose human capital (the creative class) will decline. The creative class theory provides a new way for an area's sustainable development, which is raising the creative class and fostering them so that they can become the continuous sustainable development force. Therefore, taking some effective measures to raise the creative class is becoming an important choice in facilitating the rising of the central China((2)). Human settlement construction and institutional innovation are two important and effective factors that have impacts on creative talents. Thus the authorities in these areas should start with the improvement of those two aspects so as to construct a harmonious natural and human environment for creative class. |
