作为构连工业条件、竞争优势和创新文化的国家项目，前瞻研究是先进国家实现技术跨越的主要推力。透过书目计量与文献评述，本文系统地呈现前瞻研究的全景，并且论述前瞻的概念、历史和发展趋势。在分析德国、日本和台湾地区的前瞻研究运行机制的基础上，形成前瞻研究应用在科技信息政策领域中的实践步骤。

As national project which articulate industry condition, competitive advantage and innovation culture, foresight studies are the main nudge for that the advanced country achieve technological development. By using bibliometric and literature review, a whole view of foresight studies have systematic presented, and discussed the foresight’s concept, history and trends. Based on the analysis of the foresight operation in Germany, Japan and Taiwan, this paper summary the practice steps of the foresight studies for its application in the field of Scientific and technology information policy.
