开放数据是开放科学的一项重要组成部分，由于当前科技创新急需开放数据，开放数据的集成应用因此有了快速发展。在系统性梳理开放数据的案例基础上，说明开放数据发展中面临的科技信息政策问题，提出图书馆学的信息组织原则和方法是面对未来开放数据管理的一项重要预科学基础。

The open data is one of the important composed parts of the open science. Because the current science and technology innovation urgent needs open data, the applications and integration are therefore developing rapidly. Based on the systematically reviewed cases of the open data, we describe the science and technology policy issues as the Bottlenecks of the open data development, and indicate that the principle and method of the information organization of the library science as an important basic of the pre-science for the open data management in future.
