英文摘要Provided are a wavelength conversion member having a ceramic layer as a reflecting layer and excellent light emission intensity, and a light-emitting device which uses the same. A wavelength conversion member 10 characterized by being provided with a first porous ceramic layer 1 having a porosity of 20 vol% or greater, a phosphor layer 2 including a phosphor formed on the first porous ceramic layer, and a low-refractive-index layer 3 formed on the phosphor layer 2 and having a refractive index equal to or less than the refractive index of the phosphor.
