As a new business format, data resource transaction breaks the current situation of information fragmentation of government and enterprises, and it has become the consensus of academic circles and business circles to manage and utilize data as assets. At present, the market and mode of data resource transaction are still immature, and there are some problems such as difficult data resource integration, pricing and transaction supervision, which restrict the further development of data resource transaction. In the whole transaction chain of data resources, there are still severe challenges of “four difficulties” of transaction system and “three noes” of transaction service. How to break through the “last mile” of the whole transaction chain has become the focus of social attention. In this paper, a new method and technical scheme of property right transaction of service data resources based on blockchain is proposed and implemented systematically, which proves that the scheme is feasible, easy to implement, and has the advantages of high scalability and security.
