Classification of wind use level and required investment for countries below average to upgrade

英文摘要Wind energy development is unbalanced over the world and it is urgent to make a promotion for countries with lower wind utility, to overcome the issues of increasing demand of energy generation and reduction of greenhouse gas emission. Two indicators, the wind energy exploitation rate and the growing trend, are defined to represent onshore wind use level by country. The wind energy exploitation rate (ER) is the ratio of current installed capacity to technical potential, and growing trend (Tr) is the linear slope of installed capacity depended on GDP per capita. Non linear functions are used to fit the average curve of ER and Tr and divide them to 5 and 3 grades. According to these classifications, we calculate the new installed capacity and associated investment for countries that are now in lower ER grade to reach the world average level in 2030. Three main conclusions are drawn from the results. (1) Africa is the poorest wind power developed region over the world, where 34 countries still not utilize their wind power. Europe is the best wind power developed region, where 60% of the countries are in high to very high ER grades. Polarization is found in Asia and Central America and the Caribbean, where there are many countries with higher and lower ER while few in normal level. (2) The total new installed onshore wind capacity and the associated investment are 1626.7 [1448.0-1828.5] GW and 3257.2 [2899.9-3661.4] billion USD for 90 countries with ER now in low to zero grades to reach the world average level in 2030, in which 80 non-Annex I countries account for 339.2 [301.2-383.4] GW and 754.3 [669.8-852.2] billion USD. It could help evaluate whether a country's wind investment plan is sufficient to catch up with the world average level. (3) Most countries in Middle East, Africa and Asia need to increase investment to keep their ER with world average level, in which there are 13 non Annex I countries in both low Tr and low to very low ER grades.
