The effect path of public acceptance and its influencing factors on public willingness to participate in nuclear emergency governance

英文摘要 | Public participation plays a vital role in off-site nuclear emergency management. Based on the collected data of a questionnaire survey (N=364) on residents living around the Qinshan, Tian-wan and Hongyanhe nuclear power plants in China, a structural equation model was established to analyze how public acceptance and its influencing factors affect willingness to participate in nuclear emergency governance (NEG). The results showed there are four effect paths. In the first path, knowledge negatively affects perceived risk, perceived risk negatively affects public acceptance, and public acceptance positively affects willingness to participate in NEG. In the second path, trust negatively affects perceived risk, perceived risk negatively affects public acceptance, and public acceptance positively affects willingness to participate in NEG. In the third path, trust positively affects perceived benefit, perceived benefit positively affects public accep-tance, and public acceptance positively affects willingness to participate in NEG. In the fourth path, trust directly and positively affects willingness to participate in NEG. In addition, trust has the most substantial effect on willingness to participate in NEG. Perceived risk has no significant and direct effect on willingness to participate in NEG. Promoting public acceptance of NPPs helps improve the public's willingness to participate in NEG activities. Specifically, those methods for promoting public acceptance, such as public communication, also improve the public's willingness. Trust is the crucial factor that affects public acceptance and willingness to participate in NEG. Reducing the public's perceived risk is also essential. This study may help government agencies and nuclear power enterprises implement off-site nuclear emergency management. |
