From a positive psychology perspective, mental health is not merely the absence of negative psychological symptoms but represents a comprehensive positive psychological state, referred to as positive mental health. Positive psychology provides a new perspective, emphasizing the enhancement of an individual's overall mental health through cultivating positive psychological qualities. This study, grounded in positive psychology, primarily explores the mental health of civil servants by validating tools and theoretical models for assessing positive mental health, and thoroughly analyzing the relationships between mental health, psychological flexibility, and stress among this group. Study One tested the validity and reliability of the Chinese version of the Warwick-Edinburgh Mental Well-being Scale (WEMWBS) in a sample of 2,624 civil servants. The results showed that the item-total correlation coefficients of WEMWBS ranged from 0.752 to 0.911.Scree plot and parallel analysis indicated a one-factor model with factor loadings ranging from 0.762 to 0.918, explaining 73 .16% of the total variance. Confirmatory factor analysis supported a one-factor model (CFI=0.997, TLI=0.996, RMSEA=0.0330). WEMWBS positively correlated with the Satisfaction with Life Scale (SWLS,,一0.710) and negatively with the Depression Anxiety Stress Scales-21 (DASS-21)scores for depression, anxiety, stress, and overall (r=-0.512,-0.437,-0.488, -0.497 respectively). The Cronbach's alpha and Gunman split-half coefficients were 0.970 and 0.953, respectively, indicating good structural validity and internal consistency, confirming its applicability in measuring positive mental health among civil servants. Study Two focused on the adaptability of the dual-factor model of mental health among civil servants. Comparing single-factor and dual-factor models, the latter proved more suitable {CFI=0.998, TLI=0.997, RMSEA=0.0210). Based on the dual-factor model, the study categorized subjects, showing 74% as fully mentally healthy, 10.5% as susceptible, 8% as partially ill, and 7.5% as fully ill-a higher proportion of fully heap场individuals compared to previous studies of migrant workers, general populations in Zhejiang Province, and high school students. Latent profile analysis (LPA) further supported the dual-factor model by identifying three groups: a healthy-active group, a susceptible group, and a troubled group, reinforcing the model's validity. Study Three delved deeper into the relationships among stress, psychological flexibility, and mental health. Overall data revealed significant negative correlations between stress and positive mental health and positive correlations with negative mental health {anxiety and depression). Psychological flexibility showed significant positive correlations with positive mental health and negative with negative mental health, acting as a partial mediator.玩terms of mediation, psychological flexibility contributed 33.4% to positive mental health, 16.8% to anxiety, and 16.2% to depression. Analysis by theoretical groupings and latent profiles showed variable relationships and mediation effects across different groups, underscoring the need for nuanced discussion on the role of psychological flexibility in regulating stress and promoting mental health. In summary, this research offers new insights into the mental health of civil servants. It validates the applicability of the WEMWBS for assessing the mental health of this group, confizms the effectiveness of the dual-factor model, and highlights the crucial role of psychological flexibility in stress and mental health. These Endings are not only significant for precise assessment and intervention in civil servant mental health but also provide new directions and perspectives for future research.
