Administrative division adjustment and carbon intensity: Evidence from County-to-District Reform in China

英文摘要 | Administrative divisions constitute a fundamental cornerstone of national governance and social development. The rearrangement of administrative divisions represents a strategic spatial reconfiguration, reshaping urban economic dynamics, which may impact on carbon intensity. This study provides quasi-experimental estimates of the influence of administrative division adjustment on carbon intensity by leveraging a unique natural experiment: the staggered County-to-District Reform (CDR) across China's counties. The analysis coupled data regarding the carbon intensity of counties over the years of CDR expansion with a staggered difference-indifferences empirical strategy. The results show: first, CDR increases carbon intensity of county by 0.436 t/10 thousand CNY, which is 9.4 % increase relative to the sample mean; second, CDR has significant positive impact on the carbon intensity of eastern counties, counties in closer proximity to the provincial capital city, and counties that belong to a city with higher administrative rank but weaker development level. Finally, an examination of the drivers of increasing carbon intensity suggested that the increases were mainly due to CDR significantly increasing the proportion of secondary industry. |
