| 英文摘要 | With the increasing frequency of extreme rainfall events driven by global climate change, flood risk assessment in river basins has become crucial. As the upstream region of the Yangtze River, the Jinsha River Basin is distinguished by complex topography and diverse climatic conditions. This study aimed to provide a comprehensive assessment of flood risk and land use value in the basin, using kernel density analysis to detect high-land-usevalue areas, and the Weighted Frequency Ratio (WFR) model to quantify flood risk. The spatial clustering of high-value and high-flood-risk zones was revealed by bifactor spatial autocorrelation, and the results indicated that high-value areas were generally associated with high flood risk. The flood resilience of the basin was evaluated using the Pressure-State-Response (PSR) model and the Grey Relation Analysis (GRA), providing decision support for basin flood management. Drainage construction (0.875) and population density (0.861) were important status indicators when reacting to floods, and emergency management capacity (0.611) as a response indicator was the critical to safeguarding resilience. It was recommended that flood protection infrastructure should be strengthened in high-value-high-risk areas and that emergency management capacity should be strengthened to safeguard basin security. |
