Integrating co-management in black soil conservation: Stakeholders' perspectives in Baiquan, China

| 英文摘要 | The challenge-that black soils in Northeast China are among the world's most fertile resources yet face severe degradation due to overuse and unsustainable practices-results in the introduction of co-management in this study, a governance approach that combines state regulation with community participation. This study examines how stakeholders in Baiquan County, Heilongjiang Province, perceive and respond to co-management arrangements for black soil conservation by employing 16 Focus Group Discussions and 24 Key Informant Interviews, conducted between November 2023 and February 2024. Data were transcribed, translated, and systematically coded using NVivo 12; thematic analysis was guided by a framework that examined governance instruments, gendered participation, and livelihood substitution. The findings reveal that permitting systems, targeted training, and savings-and-loan groups collectively shaped stakeholder engagement. There was generally strong compliance with permits when combined with training, while women experienced both the emergence of new opportunities and the persistence of barriers to accessing credit and participating in forums. It was households with diversified livelihoods that were better able to comply with conservation restrictions; however, there remain challenges, including inadequate institutional support, limited training for women, and uneven acceptance of farmer feedback. The study contributes to international debates on governance, gender, and resource conservation by demonstrating both the potential-and the fragility-of co-management in balancing ecological sustainability with community livelihoods. The recommendations include strengthening institutional backing, promoting gender-sensitive training, and embedding livelihood value chains into conservation strategies. This study advances adaptive co-management theory through a comparison with Russia and broader global cases. Limitations and future research are also discussed. |
