Multi-scale decoupling dynamics and drivers of rural residential land and rural population in China: Implications for spatial governance zoning

英文摘要Rapid industrialization and urbanization in China have exacerbated the mismatch between rural residential land (RRL) and rural population, presenting a significant challenge to sustainable rural development. The concept of decoupling refers to an inverse relationship between two variables. Against the backdrop of disorderly RRL expansion, achieving decoupling between RRL and rural population has become a policy priority in China. However, existing studies lack a comprehensive multi-scale analysis of this decoupling relationship, thereby constraining the effective policy interventions. To address this gap, this study employs census and land use data from 2000, 2010, and 2020 to analyze the decoupling relationship between RRL and rural population and the effects of drivers across multiple scales in China-national, regional, provincial, and county. Based on the findings, targeted zoning-based governance strategies are proposed. The results indicate that while China's RRL expanded by 12.77 % from 2000 to 2020, the rural population declined by 36.69 %, resulting in a negative decoupling state at the national level. Most regions and provinces followed this trend, with the exception of the southern region, Tibet, and Guangdong. At the county scale, 90.02 % of counties also exhibited negative decoupling, underscoring widespread inefficiency in rural land use. RRL expansion is influenced by multiple factors, including land use intensity, rural-urban population structure, urbanization, and population size. These drivers exhibit heterogeneous effects across scales, with rural-urban population structure identified as the strongest driver, and population size the weakest. Based on a classification framework that integrates current land use conditions and decoupling trends, Chinese counties are categorized into six categories. Corresponding policy recommendations are put forward, including strict implementation of land use regulations and promotion of village integration. These findings offer novel insights into the multi-scale evolution of the rural human-land relationship and provide policy implications for differentiated land management in China and other countries facing similar challenges.
