Does unified management enhance ecosystem services in transboundary nature reserves? A spatio-temporal assessment of the Changbai Mountain National Nature Reserve

英文摘要Nature reserves are vital for the protection of global ecosystems, yet research on the effectiveness and mechanisms of transboundary ecosystem protection remains sparse. Existing research seldom examines the spatiotemporal variations in ecosystem services among administrative regions within a single transboundary reserve, nor does it frequently employ the InVEST model under cross-border management scenarios to evaluate protection effectiveness before and after the implementation of unified management. This study investigates the ecological impacts and driving forces within and around China's Changbai Mountain National Nature Reserve (CMNNR) from 1985 to 2020, focusing on the effects following the establishment of the reserve's management committee and the implementation of transboundary management. The findings reveal that unified management has notably improved ecosystem services within transboundary reserves. Specifically, since the establishment of the Changbai Mountain Management Committee in 2005, there has been a significant increase in water yield, habitat quality, and soil conservation. The comprehensive ecological service index within the reserve exhibits a decline followed by recovery pattern over the 1985-2020 period, with a sharp uptick around 2005 followed by a decline, suggesting that the consolidation of institutions and environmental governance at CMNNR produced a short-term positive impact on ecological conservation and restoration that lasted for five years. From 2005 to 2015, the synergy among ecosystem services across CMNNR strengthened, and the coordination degree among its internal administrative regions surpassed that among external administrative regions; however, both declined between 2015 and 2020, indicating fluctuating effectiveness of the reserve in promoting ecosystem service synergy and inter-regional coordination. The effectiveness of ecosystem protection is primarily shaped by policy, geography, transportation, and economic factors. The coordinated planning of the Changbai Mountain Management Committee, coupled with local conditions such as slope and precipitation, plays a crucial role in amplifying this impact. However, to enhance the long-term effectiveness of the reserve management committee, it is essential to strengthen policy guidance after the short-term effects of unified management at CMNNR. The findings offer a replicable, practical integrated management model for transboundary nature reserves worldwide, and position the CMNNR as a reference case for such transboundary integrated management practices.
