Assessing regional innovation resilience within China's city networks under COVID-19: Resistance, recoverability, and adaptability☆

| 英文摘要 | Innovation drives the sustainable development of urban regions and is increasingly networked spatially. However, how regional innovation systems respond to shocks and demonstrate resilience remains unexplored. This study constructs intercity networks based on 711,346 collaborations and conducts dynamic analyses to assess the innovation resilience of Chinese urban regions to COVID-19. We propose a three-dimensional framework encompassing short-term resistance, medium-term recoverability, and long-term adaptability. Results show that while innovation output declined by over 20% at the pandemic's onset, most urban regions recovered their momentum and adapted to post-pandemic norms through network expansion and upgrading. Nonetheless, regional disparities are evident, with comprehensive resilience indices ranging from 0 to 0.87, and 11 of 19 urban regions exceeding the national level. Based on the combination of different resilience capacities, the typology of regions reflects distinct stages in collaborative innovation development. Our findings provide insights into the formation of regional innovation resilience and underscore intercity networks as effective instruments for observing, constructing, and planning resilient innovation systems. |
