中文摘要受全球气候变化的影响,自然灾害频发已成为江河源建设和发展中的一大突出问题。缺乏系统、有效的防范及应对措施是目前江河源区的主要问题,因此,对江河源区现有气象灾害的抗灾能力进行评价,对今后制订有效的抗灾管理措施具有重要的作用。针对江河源区的特殊地理位置和气候特点,筛选出能反映抗灾能力的指标,建立抗灾能力评价模型,用该模型评价江河源区的抗灾能力,提出了增强该区域的抗灾能力需:促进人口集聚,深入开展生态移民工程,建设新城镇;加强交通道路网等基础设施建设;完善政策,增强抗灾救灾保障能力。
英文摘要Due to the variation of the global environment and influence of human activities,frequent severe weather in the source Regions of Yangtze and Yellow.The natural disaster which is one of the major outstanding problems has become a construction and development in the source Regions of Yangtze and Yellow.Lack of systematic and effective disaster prevention and response measures is widespread issue in the source Regions of Yangtze and Yellow river.Therefore,response capacity of the current level in the source regions of Yangtze and Yellow Rivers,it has an important role in the future of effective disaster management measures.The source Regions of Yangtze and Yellow Rivers for natural disasters and the response capacity of the characteristics,select the resilience of the indicators,and establish the response capacity of evaluation model,using the model to evaluate the source Regions of the Yangtze and Yellow Rivers response capacity,in order to strengthen the response capacity of this region:promoting the agglomeration of population,depth ecological migration project and constructing new cities and towns;strengthened the road network and other transport infrastructure;improving policies to enhance the protection capacity of disaster relief.
