四川省山丘区农村聚落空心化现状及影响因素分析

中文摘要 | 在实地调研四川省5县(市、区)20村基础上,从宅基地和劳动力两方面对四川省山丘区农村聚落空心化现状进行了描述和分析,在宅基地方面,房屋老化、闲置和废弃现象很普遍;在劳动力方面,农村聚落大量劳动力外流,聚落人口空心化严重。通过对当地村民访谈和调查数据分析可知,四川省山丘区农村聚落空心化是受到地形、经济、人口、交通和政府政策等多方面因素共同影响形成的,并据此提出加强农村公共服务体系建设,缩小城乡差距、规范农村聚落规划、加强闲置废弃宅基地管理和运用新技术加强聚落土地利用监管等建议。 |
英文摘要 | Through spot investigation in twenty villages of five counties, this paper has analyzed the present situation of rural settlement hollowing in the hilly and mountainous area in Sichuan province from two sides of homestead and labor and studied the main influencing factors of the formation of rural settlement hollowing based on individual interview and survey data. The results reveal that the ageing, idle and waste phenomenon of house is common and rural population hollowing is so serious that is directly led by the large outflow of rural labor. Meanwhile, the formation of rural settlement hollowing in the hilly and mountainous area in Sichuan is limited by terrain, economy, traffic and policy etc. Finally, according to the main contributing factors of rural settlement hollowing, some ountermeasures and suggestions have been proposed as follows: (1) strengthen construction of rural public service system and planning of rural settlements; (2) strengthen management of idle and waste homestead and supervision of land use; (3) further reduce the distinctions between urban and rural areas. |
