| 中文摘要 | 汶川地震灾后重建事关灾区广大灾民的生存和发展,事关四川实现全面小康社会的目标,灾后重建的成败国人关心、世界瞩目,在这一关键时期、攻坚阶段,迫切需要进行人口、资源、环境、社会、经济等方面的综合统筹。在分析灾区区域自然、经济、社会特点和区域战略地位的基础上,论述了灾后重建应正确处理的9大关系：地质灾害风险区划和空间布局的关系、资源环境承载力和人口安置的关系、生态系统恢复和主体功能区的关系、生产生活恢复和经济持续发展的关系、政府功能与市场作用的关系、生态移民和扶贫攻坚的关系、聚落重构和社会主义新农村建设的关系、社会发展和城乡统筹的关系、区域特色和民族文化保护的关系。 |
| 英文摘要 | Reconstruction after Wenchuan earthquake is a critical goal and mission for not only Sichuan Province but also Chinese government,it is the priority set of subsistence and development for people of quake-stricken regions,and it is also essential prerequisite of whole well-being society achievement in Sichuan.Therefore,it is necessary to scientific balance among people,natural resources,ecosystem,social position and economic condition in the key stage in the quake-stricken regions.Based on natural,social,and economical analysis of quake-stricken regions,author discussed the key relations of nine,including relation between regionalization of potential risk to geological hazards and spatial allocation,resource carrying capacity and quake-stricken people resettlement,ecological emigration and poverty alleviation,ecosystem rehabilitation and main function regionalization of regional development,economic rebuilding and sustainable development,government role and market orientation,rural settlement reconstruction and new villages development of socialism,social improvement and urban-rural balance,local distinguishing feature and nationality cultural protection in the long-term period. |
