西藏农牧区农户土地决策与土地覆被变化研究

| 英文摘要 | In Agriculture-Animal Husbandry Zone(AAHZ)，there is a gap between the goal of policy mak— ing and the effects of po licy practicing．The householders are the main practicing bodies in A AHZ，and the un— dertakers who carry out the policy．So householders’land decision has impacts on land use change．Policy charges the direction of land use change，and the goals of charge are achieved by householders bringing the po licy into effect．Householders land decision，po licy and land use change have significant connections with each other． The process and characteristics of householder 1and decision and response to policy factors were investigated by semi—structure interview．Land use／land cover changes(LUCC)are acquired by overlaying the images of differ— ent stages．The spatial connections are built by comparing the changes of land cover，householders land decision and po licy in same period．Effects of po licy practicing and householders’respo nse to policy are confirmed by monitoring the space and property of LUCC．The case study in AAHZ in Tibet indicated that：1．householders land decision focuses on benefits。which tardily respo nses to environmental and ecological policy；2．the gap be— tween the goal of policy making and effects of policy practices is caused by the emphases which are differed in po llcv making and householders land decisions，and caused by householders’comprehending po licy；3 po licy making should be based on the characteristics of householder land decision，and satisfy the needs of householder pursuing benefits and give householder the directions of considering environment and ecology；4，householder land decision，social and economic tmlicy and land cover can be represented spatially by each other；the change of householder land decision and po licy can be monitored by comparing the land cover change． |
