河流水电开发对生态环境的影响及其对策研究

| 中文摘要 | 河流水电开发在缓解水资源和电能短缺问题的同时，对库区及其下游的生态环境也带来了一些负面效应。这些影响主要体现在：（1）工程施工恶化周边生态环境；（2）水库蓄水导致库区生态变迁；（3）引水式电站改变坝下缺水段生境特征；（4）河流水沙变化破坏下游河道及河口区的水一盐、水一沙平衡。针对水电开发所带来的这些问题，提出了几条应对措施，以弱化其负面影响。这些措施包括：（1）进行流域开发规划，重视水电开发规划的环境影响评价工作；（2）优化工程设计．，预防或减少水土流失；（3）加强工程环境监理，明确环境管理职责；（4）加强水电建设项目的生态化；（5）优化水库运行管理，减轻生态冲击。 |
| 英文摘要 | River-hydropower-development could mitigate the pressure caused by water resoulx2e scarcity and~rler gY deficiency．Simultaneously，it also brought negative impacts on ectyenvironment of reservoir area and down． stream area as following：(engineering construction could deteriorate surrounding eco-environment；(2)reservoir storage leads to ecologic change in reservoir area；(3)diversion type power plants leads to change of eco-environ meant features of downstream water-deficient section；(4)change of stream flow and sediment delivery capacity breaks the balance of water-salinity and of water-bedload．To solve or lessen the negative impacts．some counter— measures are discussed in this paper，including：(1)conducting river basin development planning while impor— tance being attached to environment impact assessment 0f hydropower development project；(2)optimizing engi— neering design to prevent or alleviate soil and water loss；(3)enhancing supervision of engineering environment and confirming personnel responsibilities for environment administration；(4)integrating hydraulics with eeolo— gY to develop hydropower prciect；(5)optimizing reservoir operation management to Iessen negative impacts on eco -envlronm ent． |
