西藏“一江两河”地区可持续发展现状与发展对策研究

中文摘要“一江两河”地区是西藏最重要的经济发展区,同时又是我国生态脆弱区的典型,对外界干扰敏感,生态稳定性较差,生态经济系统容易向不利于人类利用的方向发展,因此,分析评价区域生态经济系统健康度,构建“一江两河”发展能力评价指标体系、评价区域可持续发展能力是提高区域竞争力、加快区域产业化和城市化进程的要求,是制定区域发展战略的基础和前提。本文以人地关系为基点,以可持续发展理论为指导,以人类经济活动为中心,选取西藏“一江两河”地区16个农业县和两个主要城镇现状数据和时间序列数据,对区域生态经济系统健康度、可持续发展所处阶段、区域可持续发展能力、城镇发展综合实力、区域发展的SWOT模型等方面进行了分析,提出了“一江两河”地区农村和城镇实现经济与环境协调发展战略,并在循环经济理念的指导下探讨了区域产业、社区、农村等的发展途径,为促进中国西部大开发、促进西藏经济发展、全面建设“一江两河”经济带提供理论依据和实践指导。主要包括以下几个部分:1.对国内外有关可持续发展理论进程、评价方法、评价模型进行了分析,系统介绍了本研究的理论基础及方法。2.对“一江两河”地区经济发展、空间结构以及人口、交通、通讯与资本状态进行了全面的分析,将纯粹的生态系统健康度评价方法拓展到生态经济系统内,通过建立评价模型和方法,对区域不同时段、不同县域生态经济系统健康度进行诊断,判断区域可持续发展所处的阶段,通过评价认为:尽管当前达孜、江孜、乃东、贡嘎、堆龙德庆等县的健康度较高,但从全区来看,自1990年以来,“一江两河”地区生态经济系统健康度总体上处于下降趋势,区域社会经济的发展指数不断增高,但生态环境的指数却有不同程度的下降,经济发展在一定程度上是以牺牲环境为代价的,区域可持续发展处于较低的阶段;3.应用主成分分析方法对“一江两河”地区内2市1镇和18个县级小城镇的综合实力进行比较分析,认为拉萨市对周边的吸引力和积聚力大,但区域发展缺乏副中心,加大泽当镇和日喀则市的建设是未来区域城镇体系发展的重要方面。4.根据以人为本的人-社会-自然和谐协调发展原则以及评价指标的易得性,从发展水平、能力、协调度三个方面设计出共有22个评价“一江两河”地区可持续发展评价指标体系,并应用AHP和Delphi相结合的方法确定指标体系权重,用灰色评估模型对区域可持续发展能力进行评估,通过评估发现:“一江两河”地区18县市可持续发展能力的内部差异较大,其中可持续发展能力最强的是拉萨市城关区,最弱的是谢通门县,造成这种差异的根本原因是城关区优越的区位条件造成资金、技术、制度等的积聚与倾斜,可持续发展能力的空间差异将会导致区域发展的更加不平衡,也使当前可持续发展能力较弱的区域其发展周期增长,未来发展进一步受阻。5. 基于以上分析结果,应用管理学中的SWOT矩阵系统地说明一江两河地区的发展优势、劣势、机遇及挑战。并从“一江两河”地区运作机制、协调机制、拉萨市的中心职能、产业结构、区域交通网络以及“一江两河”地区与西藏整体经济发展互动方面提出了对策与建议,在循环经济理念的指导下探索了区域产业、社区、农村等实现循环经济的途径。
英文摘要Sustainable development has become one of the most important issues of the mankind. At first, according to the situation of One River and Two Streams, this paper mainly recounts the contributions in Tibetan traditional culture, agricultural achievement, population control and economic development. Secondly, it analysis the main challenges of sustainable development in One River and Two Streams as follows:
1. Based on the relationship between human and environment, directed by ecological economics, environmental economics and sustainable development theories, focused on human’s economic activities, enclosed the incompatible development process between economy and environment in eco-environmental vulnerable regions, this paper analyzes the characteristics of vulnerability from its current state, development trend, stability, and so on, in 16 counties and two main towns of “One-River-Two-Streams” basin in Tibet by using the temporal series data and sectional data.
The contribution of “One River and Two Steams” Region meets the requirement of raising the “One River and Two Steams” Region’s compete power and accelerating the regional plan and regional modernization. This thesis is in the sight of “One River and Two teams” Region’s inside configuration and space function, after having analyzed the actuality of “One River and Two Steams” Region, which is in the lead of Science Development theory, it brings forward the suggestions of “One River and Two Steams” Region’s development. It mainly include several parts as it show below:
2. On the basis of space analysis, industry transferation and regional development, it analyzed the correlation research status of nowadays in domestic and oversea, and analyzed the status of Chinese regional development nowadays, also introduced the academic research basis of Region: region economic theory, city cincture theory, continual development theory, explanted the ecological theory to the eco-economic theory, building the index group and estimating the health of the “One River and Two Streams”. It can be said that from 1990 years, the level of the eco-economic system health in “One River and Two Streams” is on the decline, especial these counties such as Lhasa City Propers, Shigatse, nedong,Gyantse and Taktse, it means that the economical development in these counties disserves the ecological system.
3. In this paper, it gave a general analysis of “One River and Two Steams” Region’s form mechanism, space construction and the state of population, traffic, communication and principal. The thesis applied the principle component analytical method to comparatively analyze the integrated strength of the 18 cities which are in the “One River and Two Streams” Region. The conclusion shows that in “One River and Two Streams” the city corn is Lhasa, which accumulated more funds, technology, industry and favorable policy, developing fast, but other cities are all in the shadow of Lhsaa, it goes against the economic development.
4.Based on the principle of human-society-nature harmonious development and the facile nature of evaluating guide line, designed the “One River and Two Streams"
Region’s continual development evaluating guide line system which have 22 guide
line that based on develop level, ability, harmony extent. This thesis also applied AHP
and Delphi to confirm the system of guide line’s weight. Furtherly, it used the model
of grey evaluation to evaluate the conitual development ability of “One River and Two Streams" Region. It applied region mutual function theory, analyzed the economic function during the cities which are in the “One River and Two Streams” Region, and the gravitation radius of core city. It took the analysis of region space which in the sight of space as character. And the result will be a good basis for the establishment of region’s policy.
According the system methods apply in the nowadays state of “One River and Two Streams” Region, we can get the result :(1) “One River and Two Streams” Region is the Region that takes Lasha as core, radiate around cities and region, and promote the communication and harmony around cities. (2) As the excess imbalance of regions’ development, the matter, power, information in the region will circulate not straightway, there will be not good to the continual development of “One River and Two Streams” Region. (3) In the course of corporation of basic establishment’s construction of Lasha and other cities, if Lasha contributes more, the other 17 cities will be more helpful to corporate, and Lasha will get more behalf from the corporation.
(4) There are many differences about sustainability of 18 counties, the firs one in the
18 counties’ potential sustainability is Lhasa City Propers, the last one is Thongmon.
The difference about sustainability may bring on unbalance of regional development,
which baffles the regional advancing.
5.As the result of the analysis upwards, the thesis applied the SWOT matrix system in management theory to explain the strengths, weaknesses, opportunities and threats. Furtherly, it bring forward suggestion to be basis of decision-making department of the government from the central function of Lasha, industry constructions, traffic net of One River and Two Tributaries" Region which consists of One River and Two Tributaries" Region and Tibet.
