中文摘要新构造运动是贯穿整个第四纪且现代仍在继续的构造作用过程。新构造运动的资源效应可大体归纳为对第四纪资源形成的控制作用、对前第四纪资源的改造和破坏以及对资源利用的限制三个问题。第四纪成矿作用、能源作用、水资源作用、成土作用与成景作用所形成的矿产资源、能源、水资源、土壤资源与风景资源等,是人类生存与发展的必要条件之一。新构造运动的环境效应也可归纳为三个方面:在环境演变中的控制作用,全球变化的地球动力学因素,所产生的环境地质问题。现代地质作用的各种内动力过程,集中于环境影响上,有其建设性与破坏性,主要是破坏性。人类活动往往对某些地质作用产生重大影响,从而使现代地质过程复杂化。从环境影响角度将现代地质作用归纳为突发性地质作用引起的灾害与环境问题、延续性地质作用引起的环境变化与灾害以及人为地质作用引起的环境变化与灾害。现代内动力地质作用的环境影响是新构造运动环境效应的最新显现。
英文摘要

Resources' and Environmental Effect of Neotectonic Movements and Modern Geological Function -- One of Basic Prblems in Applied Quaternary Studies

Notectonic movements are the geological function processes that happened in the whole Quaternary and are still happening, it is not only a theoretical problem but also an applied geological one. The resources' effects of neotectonic movements can be concluded into three aspects controlling the formation of Quaternary resources、remolding and destroying the pre. Quaternary resources and limiting the utilization of resources. Quaternary minerogenesis (the sedimentary, the igneous、the hydrothermal、the reiduum metalliferous ores, non-metalliferous ores、energy source function (hydropower and terrestral heat power)、water resource function (underground water resources、soil resources and scenery resources formed by pedogenesis and scenery function, are one necessary condition of living and development of human beings. The environmental effects of neotectonic movements can be concluded into three aspects as well: controlling the environmental evolution (control the important change of geomorphic process, provide the mountain condition for high mountain glacier development, determine outline of the modern geomorph and influence the regional hydrologic meterorological condition and natural vertical zoning), the earth dynamic factors of the global change (the past global change、sea level change, organic geochemical circulation and the earth dynamic factors of atmospheric chemistry), environmental problems (regional stability, geoglogical disaster、geological factors in environment events). The various endogenic and exogenic process of modern geological function have two different influence on environments: construction and destruction, especially, the destruction. Human activities ofen bring great influence to geological function,complicate the process of the modern geological function. From the environmental influences, we conclude the modern geological function as follows.
1. Disasters and environmental prblems caused by sudden geological function
Endognic process: earthquake and faulting, volcano eruption, rockburts, gas burst, underground heat disaster, fissures, run blow, ect.
Exogenic process: land-fall, landslide, debiris flow, collapse (mine and karst collapse), flood erosion, river relocation, flood siltation tusunami, quick movements of glaciers, glacical flood, snow avalanche etc.
Outer force: aerolite, little planet percussion etc.
2. Environmental changes and disasters caused by continuing geological process.
Endogenic process: displacements of faults, folding and uplift, land subsidence, coal burning naturally, karst, expansion of soil mass, alkaline soil, fluctuation of sea level, sand liquification, land swamping, local diseases caused by abnormal geochemical circulation.
Exogenic process: land desertification (in land and littoral desertification), deflation (arid region and coast deflation), soil erosion, bank erosion of sea, river and lake, river cut-off, weathering, deposition, glaciation, perglacialion ect.
3.Environmental change and disaters caused by man-made geological process.
Changes of man-made underground hydrodynamic field: underground water level changes caused by overpumping and large-scale water-conservancy diversion project;
Changes of man-made stress field:induced earth quake and land fissures caused by underground resevoir, depp-well pumping, oil and gas exploitation, underground nuclear explosion etc.;
Man-made erosion and deosition: man-made erosion such as mining、underground mining and groud overburden、agricultural land planing; deposition such as man made deposits, industrial waste accumulation, soild sanitary waste accumulation, urban and engineering construction accumulation etc.
Man-made morphogenic process: modeling the land form by city、 field and various engineering;
Man-made ecological process: changes of ecological environments and ecological disaters caused by large-scaled water conservancy project.
