Analysis of the Relationship between Drought-Flood Disasters and Land-Use Changes in West Jilin, China

英文摘要 | This paper analyzes the relationship between drought-flood disasters and land-use changes in west Jilin, China, using high-resolution Landsat TM (Thematic Mapper) data in 1980, 1995, 2000 and 2007 and the data of drought-flood disasters and land use from both research institutes and government departments. The outcomes indicated that the disaster rate decreased from 12.88% during 1980-1995 to 9.32% during 1995-2000 and to 7.34% during 2000-2007, respectively, which showed an obvious decline trend. However the regional differences of affected degree in 10 cities and counties in different periods were significant. The major part of land-use conversion consisted of the conversions between forested land, grassland, wetland and arable land including paddy fields and dryland. During the periods of 1980-1995 and 2000-2007 the conversions from forested land, grassland and wetland to arable land (mainly the dryland) dominated and brought about some negative effects on the local environment. During 1995-2000 the implementation of the project of converting arable land to forested land, grassland and wetland was beneficial to the local environment protection. During 1980-2007 the correlation analysis between the changes of drought-flood disasters and land-use pattern showed that the occurrence of drought-flood disasters was mainly affected by the changes of land-use pattern. Finally, some counterm-easures focusing on optimizing land-use pattern to mitigate drought-flood disasters were put forward: (a) the grid-shaped pattern of forest-grassland-arable land is helpful for resisting drought-flood disasters; (b) the shape and size of newly created patches during the mutual transformation between paddy fields and dryland should be designed according to the change scale; and (c) new patches should be designed as irregular and large ones in the conversion from wetland to dryland, but in the conversion from arable land to wetland, small wetland patches embedded in the arable land will be valid land-use pattern for effectively mitigating drought-flood disasters. |
