中文摘要本文将水土流失灾害划分为渐发性的(如毁坏土地资源、加剧泥沙淤积、恶化生态环境等)和突发性的(如引起洪、涝、旱灾、引发崩、滑、流等).并认为两者间有不可分割的内在联系.对比世界其它地区,我国黄河、长江流域的水土流失灾害非常突出,本文对它进行了较深入的具体分析,并提出了相应的减灾战略和对策. 
英文摘要This paper analyzed the soil erosion hazard and divided it into two kinds, one is dis-covered gradually generated hazard which destroy the soil resource and speed up the silt deposit, in result, deteriorate physio-environment. Another is suddenly generated hazard which induce the collapse, landslide, mud-rock flow and the drought or flooding, bring se-tious losses in wealth and life of people. Between these two kinds of hazard, there is close relationship.In Yellow River and Yangtse River valley, the soil erosion hazard is more serious than other countries. The amount of land and culivated land per catita in these two vallies are lower than the average of the world. But the sill discharge and the silt yield per unit area of these two rivers are the 1st and 4th or 5th respectively among the nine great rivers in the woild. Recently, wether the gradual or the sudden soil erosion hazard are more frequent and more serious in these two vallies.The authcr suggested eight countermcasurcs to lighten this hazard. They are: to strengthen the forecast of storm and soil erosion; to control the main area of silt yield and gravitational erosion; to establish special district for water and soil conservation etc.
