中文摘要20世纪90年代以来,供应链管理(Supply Chain Management,简称SCM)逐渐成为企业增强竞争力的重要途径。与传统的单个企业管理和参与市场竞争不同,供应链管理具有采用紧密合作的企业伙伴关系、快速响应顾客需求、发挥核心竞争能力等特点。 石油化工行业跨越从石油勘探与开发、炼油加工、石油产品销售、化工产品加工到化工产品销售的全过程,具有典型的供应链式结构特点,有利于实施供应链管理。此外,大型跨国石油公司基本上都已经采用了供应链管理,并取得了显著的成效。因而,当前研究供应链管理在我国石油石化企业的应用具有重要的现实意义。 本文以炼油生产型石化企业为研究对象开展了以下研究。首先基于供应链管理理论,结合石化企业需求特点,建立了石化企业供应链管理系统功能结构框架,并提出采用C/S与B/S相结合的系统体系结构。其次,对石油采购的战略管理和运作管理问题进行了分析研究,总结分析了战略合作伙伴关系建立步骤和管理要素;在综合考虑石油采购的战略性特点的前提下,提出石油供应合作伙伴关系选择的战略性评价指标;并进一步提出了采用AHP方法进行石油供应合作伙伴选择和石油即时采购供应商选择过程、方法;再次,本文在对石油采购业务过程和石油销售业务过程详细分析的基础上进行了石油采购管理系统和销售管理系统设计。最后介绍了中国石油锦西石化分公司营销管理系统中的销售管理系统的开发与实施运行情况。

英文摘要From 1990s, SCM has gradually become one of the most important methods to enhance the power of enterprise. Different from single enterprise management and competition in the market, SCM has many characteristics, such as building close partner relationship, responding customer needs rapidly and exerting the core competition. Petrochemical industry spans from oil exploration, oil refining, oil products distribution, chemical products processing to chemical products distribution, and has the typical structural mode of supply chain, which is beneficial for implementing supply chain management. Furthermore, SCM systems deployed in many large-scale multinational oil companies have proved to bring much benefit for them. So it is of practical meanings to research the application of SCM in Chinese petrochemical enterprises. We take oil refining petrochemical company as research object, and develop the following research. First, based on SCM theory and combined the characteristics of petrochemical company, we build a functional structure framework of petrochemical company SCM system and present a software-architecture which combines both C/S and B/S. Next, we discuss the oil purchasing problems of strategy management and operational management, including analyzing the building steps and managing elements of partner relationship, based on strategic characteristics of oil procurement, presenting strategic criteria of oil supplier partnership selection, selecting oil supplier partner using AHP, presenting the process and method of current oil supplier selection. Next after analyzing the operational process of oil procurement and oil products selling, we design the oil procurement management system and selling management system. Finally, we implement and deploy the Distribution Management System in Jinxi Petrochemical Company,China National Petroleum Corporation.
